The systemic challenges of the energy transition are becoming increasingly visible – first and foremost the compatibility of the market situation with grid-side restrictions. The electrification of transport and heat can further aggravate grid congestion, but at the same time offers the potential to provide cost-efficient market- and grid-serving flexibility. In addition to smart metering systems as a technical basis, an adjustment of the regulatory framework is needed. We compare the currently discussed development paths, starting from the current and planned regulatory framework in Germany, and evaluate them by defining the generic comparison criteria complexity, reliability, macroeconomic effects, and acceptance.
